We will NOT be able to stop student use of technology tools (cell phones, ipods, PDAS) and in fact, according to Siemens, in a democratic school we should not even try as these tools will become an integral part of their future success.  What is needed, as suggested by the above article, are more sophisticated skills that require integration of electronic tools, databases, trusted networking partnerships and expertise in complex pattern recognition. When school projects challenge students to collaborate to solve complex problems, text messaging becomes an aid not a hindrance.
